I have no experience with this colour but Taylor and Warner "Genetics for Budgerigar Breeders" p.16 states "If the Australian and English Grey factors were combined in one bird, an extremely dark, possibly even black bird would be expected."
Whilst Australian Grey is a quite common dominant gene English Grey is a rare recessive gene and perhaps does not exist in Australia.
It would be an interesting project if you could locate birds with the right genetic makeup.

Yes its a bit of a stretch to call it black.Genetically it is probably a blue series bird homozygous for the co-dominant dark gene, one dose of which turns sky blue into "cobalt" and two doses of which creates "mauve", with the addition of the dominant Australian Grey gene. Quite likely there are also other genes at work acting to intensify the depth of colour.
