tell if a chick is frizzled

At what age can you tell if a chick is frizzled or not, I got some eggs and they hatched 3 weeks ago so will the feather come through frizzle or straight then fizzle?

Frizzles are a little slower to feather up but you will know str8 away once the feathers come through.
You will be able to tell the frizzle chicks from the plain right away.

Is it better to use a frizzle bred to a frizzle or breed frizzle to frizzle in the pekins please?

Frizzled Pekins are acceptable in USA but were not so here.
That situation may have changed with the updated new Australian standards Book.
For myself the frizzling of a feather legged breed is not as pretty or successful as the traditionally accepted single combed Wyandotte type Frizzle we are used to here.
To breed any frizzle it is always a dilemma.
If you mate frizzle to frizzle then 25 % of chicks will be soft and carry a double dose of frizzle gene which are then not acceptable to show.
These can be used to a smooth feathered frizzle bred fowl to give you 100 % show fowls that only carry one copy of the frizzle gene.
You can breed them from a frizzle and smooth frizzle bred fowl and the chicks come 50 % of each sort.
With frizzles you have to have the correct breed or body type, have every feather frizzled and the correct texture of feather, to hard and the feather does not curl towards the head as every feather should, to soft in feather and they are loose and the feather does not have the correct spring when you run your hand over it.
They are not a easy breed to get correct and in 40 yrs have only ever put up 2 frizzle fowls as Best S/F in Show, but in both instances were fowls of exceptional type, curl and texture, truly something to see and a pleasure to handle.

It is not possible to breed 100% Frizzles over time where every chick is the ideal frizzle.
This is because the exhibition or show frizzle only has one frizzle gene.
No matter how you breed or go about it you will always have the combinations of smooth (no fizzle gene), frizzle (1 frizzle gene) and loose over curly fowls (2 frizzle genes) in differing proportions depending on the make up of your breeding pens.
In fact you need all three types at different times to increase numbers or to correct feather curl and texture.
